“Why was the Council overruled on housing development in Hawkwell?”
John and Christine Mason have a new article on their website about the recent planning appeal in their area….. on an application for 176 homes refused for design reasons…
So did the Inspector ignore Essex County Council’s, Essex Design Guide?
The Inspector said “The Council identified in the reason for refusal nine failings with regard to advice in the Essex Design Guide. That document is described as Supplementary Planning Guidance, having not been through the process to be adopted as a Supplementary Planning Document under the 2004 Act. Policy CP1 of the Core Strategy refers to guidance not being overly prescriptive.”
So the Inspector hints that the council has blundered by not making the Essex Design Guide an ‘official’ Supplementary Planning Document for our district. If it is only guidance, it doesn’t have much weight….

From the BBC reflecting what George Osborne said yesterday as MPs return this week from their summer recess, ministers are also expected to set out plans to underwrite construction of up to £10bn worth of new homes, including guaranteeing the debt of housing associations and private sector developers.
The Infrastructure Bill that will be introduced in parliament in the next few weeks, George Osborne says, should be law by the end of October.
An Economy Bill is also imminent, which will liberalise the planning system focusing on making it easier to secure planning permission quickly by reducing the time allowed for appeals and judicial review.
Mr Osborne said ministers would also be encouraging local authorities to use existing powers enabling them to build on Green Belt land if an equivalent area of land elsewhere is brought into the Green Belt.

Doesn’t make sense at all for Rochford. Our green areas are nearly all Green Belt anyway. (except maybe Foulness?)
