Contrary to Statement of Community Involvement, since February 2008 Rochford Council have failed to publish HAAP issues adequately, so locals have not been consulted properly. When they have responded to consultations, their views have been ignored, as council seem determined to implement a plan in excess of Hockley’s needs.
In spite of excessive HAAP plan, at meeting 27.11.12 portfolio holder held public expense on a traffic assessment of congestion ahead of HAAP Pre-Submission to government to be unnecessary, preferring to leave it to any developer interested in HAAP. However, such surveys were done for Rochford and Rayleigh AAPs, both of far more more limited impact than that for Hockley.
In view of the above, the whole HAAP plan should be withdrawn
