Progress on getting Priory Chase and Temple Way, Rayleigh, adopted has been very slow, but we can share some news.

Much of the highways issues seem to have been sorted out now. We are hoping that the first mini-roundabout will be domed soon, with signing and lining. Lighting deficiencies should be remedied soon as well.

This still leaves the drainage aspects to be dealt with – this involves Anglian Water rather than County Highways.

The traffic regulation order will go out for public consultation soon, though this is a separate issue to the road adoption.

  • Lighting deficiencies? Are you serious? There are 13 external lights visible from two bedrooms in our house (thanks in part to the number of lights permanently on in the ASDA service yard, and every bedroom in my house suffers with the effects of street lighting being less than 10 feet from the bedrooms. What would have been better, is for smaller lamp posts to have been installed, which whilst would enable street illumination would not have just a negative impact on those sleeping, or trying to sleep! Perhaps RDC should look into putting reflective plates on the back of each street lamp so the light is not shining into bedrooms?

    More measures than just signage on the roundabout will be needed to deter the leisure centre patrons from going the wrong way around the roundabout when they exit the leisure centre. However, that said, it will be interesting to see if the doming of the roundabout and the signage will prevent lorries and buses from shunting backwards and forwards over the roundabout in order to do a u turn, rather than go up to the much larger roundabout up by the school

    “Deficiencies” was my word – county highways actually said they will be ‘undertaking remedial works’ re the lighting.

    I have just emailed County Highways about having smaller lamp posts or back plates !

  • Thank you for the update Chris, hopefully the improvements to the lighting and the illegal parking around the roundabout will be resolved. As much as I sympathise with residents affected by street lights I must say that the street lights in the vicinity of the first mini-roundabout are usually not working so these should be restored to working order – it’s a good idea to reflective plates on the back of the restored lights to minimise the effects on residents.
    Signage and road markings are in desperate need of remedial work to prevent motorists (whether they are residents or not) parking around the roundabout and within 10 meters (32 feet) ofvthis junction. My partner and I have had number of near misses with motorists driving too fast towards the roundabout which is exacerbated by the restricted view caused by vehicles been illegally parked. Hopefully users of the Sports Centre may think twice before ignoring the roundabout all together – a very frequent offence. Road markings and signage near the school will also be welcome. It will be interesting to see how County Highways deal with the double yellow lines painted by ASDA? Also will be interesting to see what they do with the “bus stop” on Priory Chase? I do hope that they will also be painting road markings in front of the school’s emergency services entrance on Temple Way? Appropriate road markings on Temple Way are also necessary to help warn people about parking on the pavements and across private drive ways. The key to all of these improvements is enforcement of the highway code so hopefully these measures will follow as at present a large number of road users in this vicinity fail to recognise the problems they are causing by obstructive and inconsiderate parking etc… Does this mean that street cleaning will also take place?

  • On a slightly different tack – does anybody know who is responsible for the stretch of trees/grass/weeds between ASDA’s car park and Rawreth Lane. It looks a real mess.

  • If its near the RDC litter bin, thats District Council land.

    At the moment RDC is facing some challenges with grass verges at the moment, with the council contractor Fountains going out of business earlier this year (requiring us to find new contractors plus an incredibly wet April.

    RDC is now trying to catch up….

  • Admin, The strip of grass between my front garden wall and the pavement is owned by County Highways but their maintenance program of one cut per year rarely happens. Now you are telling us that RDC are responsible for grass cutting, would you please issue them with notice that I wish this stretch of grass to be added to the new contractors list for cutting. After all I am paying council tax for this service!

    “Rochford District Council carries out grass cutting on behalf of Essex County Council (ECC), Highways, with urban verges mown approx 12/14 times per year (dependent upon weather conditions) and rural verges flailed twice a year.”

  • I somewhat disagree with TWRs comment that street lights on the first roundabout where he/she states that the street lights in the vscinity of the first roundabout are usually not working. Whilst this can be said for the lights on the ASDA side of the road (and indeed these lights were not counted when I counted 13 lights on visible from 2 bedrooms in out house), this is not true with certainly the light outside our bedroom which has rarely failed since these were first switched on several months after we first moved in.

    Having just looked out of my bedroom window, i note that all street lights in the vacinity are working, and also note that whilst putting a reflective plate to the back of the street light would have a positive effect on the light pollution into my second bedroom, the plate would not prevent light pollution into the master bedroom, and can only see that problem remedied by either lowering the street light to a level below my window, or removing all the street lights around the roundabout and replacing them with one street light with 360 degree illumination capabilities in the centre of the roundabout.

  • I witnessed a Council road sweeping vehicle cleaning Priory Chase last week. Does this indicate that Priory Chase and Temple Way have finally been adopted by the Highways Department?
    I haven’t seen any public consultation on traffic regulations on these roads yet, when can we expect to see this?

  • An interesting question.

    I checked with a helpful officer at the District Council today who advises:

    “Essex County Council are the authority who adopt roads and they have not informed us that Priory Chase is adopted. I have checked with our Senior Street Scene Officer, who deals with the road sweeping, and she has informed me that we did not arrange for any road sweeping in this road.

    It is possible that the management company who maintain the road instructed a private firm, but we have no information on that job.”

  • Resident, I believe the process is well under way, those that live on Priory Chase and the Temple Way junction were each written too about 8 weeks ago in regard the public consultation on the restrictive parking for Priory Chase in preparation of the adoption. During the summer, we also had some cut our bushes back in preparation of the adoption (although was angered by this as no one gave us priory warning or legal requirement to give us two weeks to cut back ourselves).

    I have to wonder though if any delays in the adoption are caused by the poorly constructed sewer system on the development which has blocked and flooded 3 times so far this year at the Priory Chase/Temple Way roundabout?

  • Cjav; Re. sewer.Paul Tovell AW area manager was at our last Parish Council and has since inspected the sewers in Priory Chase ,and states in an e-mail that the sewers were in a good state .Maybe he did not look far enough down Priory Chase ?
